The Russian Federal Service for Hydrometeorology and Environmental Monitoring is in danger!!!

Very emotional statements of Mr. Shoigou, the Head of the Ministry of Civil Defense and Emergency Management of Russia are full of unjust accusations against the Russian Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet) and are not suitable even for its epitaph.

The Order of the President of Russia of 03.09.2004 # 314 has abolished the Russian Federal Service for Hydrometeorology and Environmental Monitoring. The last signature of President of Russia can finally kill the creature of Peter the Great. The entire network of meteorological and hydrological stations covering the huge territory of Russia and the territories of other countries of the Former Soviet Union can die.

Mr. Shoigou has accused Roshydromet of waste of hundreds of millions rubles, which should have been assigned to the preparations to the emergency situations. We would like to ask Mr. Shoigou: ‘Where is this money?’ The statement made by Mr. Shoigou that local authorities spend millions of rubles to manage floods is true. The example of 2004: Vladimir Poduzdikov, one of the top persons of the staff of Novosibirsk Department of the Ministry of Civil Defense states that the Novosibirsk Department was subsided 2 millions 379 thousands rubles in order to prevent floods (Interfax http: www.interfax.ru r B 0 0.html?id_issue=9686044 ). There is the question: how many rubles of them has the Novosibirsk Department of Roshydromet received? The answer is 72 thousands rubles!

What is the situation in the meteorological and hydrological stations? Faithful to their professional responsibilities the personnel of the stations remained and remain on duty having a monthly salary of 1 thousand 200 rubles (around 40 USD), which is supplied from the Federal Budget. In order to make a high quality forecast of floods in West Siberia the helicopter flights to Gorniy Altai in February are absolutely necessary. For many years in a row we can’t do it due to the lack of target financing!

We, taxpayers, would like to find out the ways how the money of the Ministry of Civil Defense is being spent.
